Counterpower refers to the action of social actors in categorical and profound opposition to the dominant power relations in a given space and time, having significant influence to the point of becoming a threat to current power and being capable of constituting a alternative to the dominant regime. These actors can be social movements, the media, economic elites, etc., but always with a certain degree of institutionalization that allows them to be built as a real possibility of influence and exercise of power.
